Set the external workspace to the accessor.

handle (intptr_t) – The library handle.
accessor (intptr_t) – The accessor descriptor.
workspace (intptr_t) – The pointer address to the workspace (on device).
workspace_size (size_t) – The size of workspace (in bytes).
