Global settings for the native cuDF library.

Controls thresholds for kernel-based pinned copies and pinned host memory allocations.

Method Summary

`setKernelPinnedCopyThreshold(long kernelPinnedCopyThreshold)`	cuDF copies that are smaller than the threshold will use a kernel to copy, instead of cudaMemcpyAsync.
`setPinnedAllocationThreshold(long pinnedAllocationThreshold)`	cudf allocations that are smaller than the threshold will use the pinned host memory resource.
