GStreamer default support is migrated to version 1.14.0 on Ubuntu 18.04.

   Does it make sense to have an entire subtopic that consists of a single sentence? Is there a reason for putting this type of information in the Dev Guide at all? Its natural place is the release notes.

   As a related issue, in an earlier section we refer the reader to the Jetson Linux API Reference for information about the GStreamer API. It makes no sense to put that information in a section unrelated to GStreamer when there is a section title "GStreamer API"!
