# Function nemo_relay_plugin_initialize

> Initialize the unified static and dynamic plugin host from core-owned `plugins.toml` discovery.

Generated from `cargo doc --no-deps -p nemo-relay -p nemo-relay-adaptive -p nemo-relay-pii-redaction -p nemo-relay-ffi -p nemo-relay-types -p nemo-relay-plugin -p nemo-relay-worker-proto -p nemo-relay-worker`.

<pre />

Initialize the unified static and dynamic plugin host from core-owned `plugins.toml` discovery.

`additional_plugins_toml` may be null. When supplied it replaces user-file discovery. Relay merges it with the system file, then applies `config_json`. A supplied path that does not exist adds a `plugin.configuration_file_missing` warning to `out_report_json` rather than causing initialization to fail. The returned handle owns all activated plugin registrations and runtimes.

## Safety

Input strings and output pointers must be valid, non-overlapping C pointers.
