Created by `nemo_relay_openai_chat_codec_new` (and similar constructors). Freed by `nemo_relay_codec_free`. The handle carries two `Arc`s pointing to the same underlying codec instance: one for the `LlmCodec` trait and one for the `LlmResponseCodec` trait.
