## Parameters

* `name`: Unique guardrail name.
* `priority`: Execution priority (lower runs first).
* `cb`: Sanitize callback that receives tool name and args JSON, returns sanitized args JSON.
* `user_data`: Opaque pointer passed to `cb`.
* `free_fn`: Optional destructor for `user_data`.
