The workspace itself is hidden from get and list while deletion is in
progress. This route is system-scoped because delete already removed the
workspace role bindings. With authentication enabled, the original
creator, a platform admin, and service principals can read it. A missing
workspace, a live workspace, and a deletion the caller may not see all
return not found.
