Capture the current causal parent and its Relay root when available.

Importing the returned context preserves Relay event parentage. A rootless imported stack remains rootless until a local Agent scope establishes a new root; otherwise the context continues the originating Relay-derived observability trace. Use capture_rootless_propagation_context when the receiver must omit the Relay root; a previously imported W3C parent is still retained.
