Validate and canonicalize propagation-context JSON for transport.

Invalid W3C headers are discarded while valid Relay causal UUIDs are retained. The returned JSON must be freed with nemo_relay_string_free.

Safety

context_json must point to a valid NUL-terminated C string and out must be a valid, writable pointer to a C-string output slot.
