NVIGI Public Source GitHub Pull-and-Build Scripts

To pull and build the entire SDK from source, follow the instructions at the top-level source repo: https://github.com/NVIDIA-RTX/NVIGI. It includes docs and scripts for building, as well as submodules that point to the correct commits for all repos for each release.
