For published restricted-access images only. Queues PENDING_ALLOWLIST on the publish access record; upload_status stays COMPLETE and the image remains visible per current rules. Requires justification and allowed_orgs_request_text describing the requested allow-list change. Returns 409 if another publish or visibility request is already open.

Required scopes (any one):

air:image_write (roles: air_image_publisher, air_image_uploader)
air:image_publish (roles: air_image_publisher)
