Delete SpectrumX Partition

Delete a specific SpectrumX Partition by ID.

Org must have a Tenant entity. User must have authorization role with TENANT_ADMIN suffix.

Tenant must own the Partition. The request is rejected while any Instance is still attached to the Partition. The Partition moves to Deleting and its record is removed once the Site stops reporting it.
