HOLOSCAN_CORE_EXPORT ExecutionPlan holoscan::compile(
    Graph &graph,
    CompileOptions options = {}
)

Compile one Graph generation into an immutable inspectable plan.

Admission failures are represented by a rejected ExecutionPlan; they do not throw and never mutate a previously returned plan.

Returns: Accepted or rejected immutable plan with structural diagnostics.

Throws: RuntimeError only when Graph composition itself cannot produce a coherent snapshot, executable factory reconstruction cannot be retained, or a process resource prevents construction of any plan result.
