Describe process-local whole-aggregate operations for one exact parameter type.

The descriptor has static lifetime. Its token and operation pointers are process-local and must never enter a plan, schema document, diagnostic identity, snapshot, or transport record. Pointer-free plan identity and profile-selected storage strategy are compiled by later owners.
