HOLOSCAN_CORE_EXPORT Error holoscan::make_publication_partial_error(
    std::uint32_t delivered_recipient_count,
    std::uint32_t expected_recipient_count
) noexcept

Construct the stable diagnostic for a known strict-subset publication.

Returns: Non-retryable partial-publication error with both counts when formatting succeeds.

Parameters

delivered_recipient_count
std::uint32_t

Exact number of recipients that accepted the publication.

expected_recipient_count
std::uint32_t

Frozen expected recipient count.
