Admit one received frame whose whole width is bit-cast into persistent endpoint scratch.

The written length and the producer’s claimed width are independent. Requiring both to equal sizeof(T) is what keeps a short frame from combining with bytes an earlier sample left in the reused scratch. A peer may claim the full width while submitting fewer bytes.

Returns: Success, or ErrorCode::kProtocolError when the frame does not cover every scratch byte.
