Convert from a C++ CmdBuffer to a C API cupvaCmdBuffer_t.

Parameters:

• input – The C++ API input object. Use std::move for first arg in func call, i.e. ConvertTo(std::move(input), output).

• output – The C API object to fill with the result. Will be fully initialized. Any existing state will overwritten without resources being released.
