19.0-19.4 Only: vGPU migration fails for GPUs based on the NVIDIA Ampere and later GPU architectures

Description

vGPU migration fails for GPUs based on the NVIDIA Ampere and later GPU architectures. After the migration fails, the NVIDIA vGPU software graphics driver fails to load. When this issue occurs, RPC failure messages with return status NVOS status 0x40 [NV_ERR_INVALID_STATE] are written to the log file on the hypervisor host.
