19.0-19.3 Only: Maxwell-architecture vGPU VMs fail to start

Description

VMs configured with NVIDIA vGPU on Maxwell-architecture GPUs fail to start. When this issue occurs, error messages similar to the following example are written to the log file on the hypervisor host:

            Could not initialize plugin 'libnvidia-vgx.so' for vGPU 'grid_m10-1b'.
Failed to start the virtual machine.
Module PCIPluginLate power on failed.
