vGPU migration fails for GPUs that include a GSP

Description

vGPU migration fails for GPUs that include a GPU System Processor (GSP). After the migration fails, the NVIDIA vGPU software graphics driver fails to load. When this issue occurs, RPC failure messages with return status NVOS status 0x40 [NV_ERR_INVALID_STATE] are written to the log file on the hypervisor host.
