Opaque handle carrying both request and response codec trait objects.

Created by nemo_relay_openai_chat_codec_new (and similar constructors). Freed by nemo_relay_codec_free. The handle carries two Arcs pointing to the same underlying codec instance: one for the LlmCodec trait and one for the LlmResponseCodec trait.
